Skype is a VOIP(Voice Over Internet Protocol) application that will let you make telephone calls using your computer. I have been using it for several years, and it seems to work pretty well. Some things to consider:

It says that it will work on a modest setup, but it works much better on a fast one. Specifically:
- A fast computer works better than a slow one.
- Lots of memory helps.
- It says that it will work on a dial connection, but under certain load conditions even a broadband connection will break up a little.
- You need a headset and a microphone.
The applications on windows, Linux and on the Mac are a released version.
The ability to call a land-line or cell telepone was added. In order to use this feature, you have to purchase SkypeOut credits, and the calls will cost about $.02 per minute. It is owned by eBay now. You can charge the credits to an American credit card.
The software is free and there are no charges for using it to call any internet connected computer. This may change in the future although the developers say that they intend to keep the PC-to-PC calling feature free.
It is very easy to set up. It works with both firewalls and NAT routers. If you don't know what that means don't worry about it. It's fairly simple. You need to download the software, click on that file to install it, register a userid, plug in your headset and microphone and make a call.
Some headsets work better than others. I use one I bought at Wal-Mart that was Skype certified and it works fine. That seems to be the biggest stumbling block, however Skype has an online store where you can purchase a headset for about $20-30.
